Sheffield Wednesday Faces Serious Challenges, States Independent Regulator

'We will play a key role in football's future' - football oversight chief David Kogan

The Championship club's current difficulties constitute a "significant problem" and the football regulator is looking to gain the ability to examine team situations in similar circumstances, the newly appointed chairman the regulator has announced.

In a wide-ranging interview, Kogan, who was recently selected, voiced concern towards Wednesday's fanbase.

Kogan met with four supporter groups associated with the South Yorkshire club recently.

The Championship side have been experiencing difficulties in multiple areas in the current year, with the club delaying salary disbursements on several different times, including in September.

"Obviously the club has become a major concern for the league and a major challenge for the sport," the regulator explained.

"Wednesday stands as one of the historic institutions for English football and recently we have met Sheffield Wednesday supporters' groups.

"Our aim is to acquire the ability... which will enable us to take the club and similar situations brought to our attention if they warrant scrutiny and addressed."

Monetary Issues and Ownership Situation

The team's struggling chairman the Thai businessman suggested earlier this year he would be open to selling the club at Hillsborough, but he has been unable to finalize an agreement with interested parties.

Missed wage deadlines on time in earlier this year caused limitations by the league officials in mid-year, blocking the team from conducting any player acquisitions for the subsequent signing windows, although the ban was rescinded in the end of the transfer window.

Official's Viewpoint

The regulator explained: "Our role exists to serve the Owls followers, Bury or any football club where people are committed to a community organization that has been part of their lives in many cases.

"I have absolute sympathy for Sheffield Wednesday, as I do for every team that since 1992 have gone to the wall, or nearly ceased operations, for reasons that have nothing to do with the followers."

Inquired if the oversight body could require an chairman to relinquish a club if they are deemed unsuitable, the chairman responded: "If your question is 'would we intervene in the final instance?', the answer is once we assemble the facts and know what's going on, we will."

But the regulator clarified that forcing owners to sell clubs would be considered the final option and the oversight body would choose to cooperate with proprietors.

"The final option we would consider is start getting involved with an individual club, an particular chairman, without being able to work with that chairman to fix the issues that the club's facing and the proprietor's dealing with," the chairman stated.

"But the truth is, when you examine the past of the sport, over the recent generations there have been particular chairmen, few in number, but particular people who have shown negligence in the approach they have taken toward their teams and eventually don't wish to take responsibility for the future."

'Errors may undo substantial development'

The regulator engaged officials from numerous teams to lay out the remit of the regulator on Wednesday and insisted it was a "progressive gathering" with a "significant participation" from the grassroots to elite level.

"It's a job that's actually really important, because if we get it wrong, if the football community fails, the remarkable development accomplished necessary will vanish rapidly," the regulator warned.

"Such an outcome is universally undesirable in the context of the English game is a major achievement - we've got to keep it going.

"There's an enormous amount of money flowing into the game and has been channeled for the recent generations, because there are no assurances it will keep flowing into the sport, which is part of the rationale behind I think we have to maintain a focused outlook on potential dangers and naturally, of the coming seasons."

Elite Division Worries

Elite division representatives objected to the creation of a regulator because of fears of a negative impact on the top-flight's competitiveness, but Kogan said: "I'm absolutely committed to the success and growth as an financial organization of the top division.

"Being fully aware of the apprehension regarding damaging the division as a high-quality offering of the nation. But at the same time, if you talk to the Premier League after today's meeting, they would have had a high level of reassurance -and, indeed, they have been informing us confidentially they have a high level of reassurance."

Ideological Links

The chairman continues to confront a "comprehensive investigation" by the official appointments authority after he acknowledged providing funds to the opposition group in recent years.

The 68-year-old provided financial support for Secretary of State for Culture, Media and Sport the minister's leadership bid, along with that of the government leader.

"I have been entirely transparent regarding my past party membership [with Labour], and that party membership ceased the day the select committee approved my appointment," the regulator explained.

"I am presently disconnected from any form of political activity."
